Add onchange event to the dropdown?

Hello,

Is there a way to add eventListener / onchange event to the select or dropdown?

For example: Suppose I want to get the value of the following select option which is possible accessing the html elements using DOM. But I want to get it in every change so I need to add onchange event and it does not seems to work.

Will it be possible using plugin?
