I am wondering if I can get a peertube RSS feed to notify me if a new video has been posted/ uploaded

Yes, you have RSS feeds for videos.

so when a video is posted in the server the rss feed will pop up?

The RSS feed will include the new video. Depending on the client you use and its settings, it might some time until the new video « pops up » in your interface listing items from the RSS feed.
