Peertube cant install plugins/themes (timeout)

Theme search causes message "Plugin index is not available"

I’m trying to alter the theme on my PeerTube instance through Administration > Plugins/Themes and then selected Themes and Search. However, this just produces the message « The plugin index is not available. Please retry later. » How do I install a new theme?
