I ask you to write a detailed scheme for installing peertube on Debian-10-x86_64
in the installation documentation on the site, the instructions are scattered around, first they describe debian, then immediately the instructions for another operating system go.

Everything on the page you linked is valid for Debian 10.
You just have to follow the Dependencies instructions for Debian before.
The tricky part is for NodeJS and Yarn, for which you have to install version not yet packaged for debian 10 (just follow links given in the documentation).
What is the minimum configuration that VDS should have for Peertube
