Registration of new accounts is enabled, however there seems to only be a login available for people who already hold an account. There doesn’t look like there is a « Create an account » option.
What might have happened to it?
The usual place for this to be is right next to the login location. Why isn’t it there?

You can enable registration for your instance using the web admin panel at admin/config/edit-custom#basic-configuration. Select Enable Signup.
