Seeding peertube videos by regular users (with WebTorrent?)

Hello everyone, is it somehow possible for users of peertube instance to constantly seed it’s videos without creating dedicated instance? Maybe webtorrent technology could be used for this process (to receive and seed torrents), if video magnet links does not change from time to time?

Creating an instance is a very tricky process, but some people are willing to help with content sharing without considering such complications.

I’ve found information about torrent files in the API documentation, but what is the difference between files and streamingPlaylists fields, if there is any? Are they both suitable for seeding videos to other users?
