There is no precise answer to this question.
An approximation is that if you wan’t to encode live stream in 1080p, 720p, 480p and 240p in parallel, you will need ~4 CPU (of course it depends of the CPU speed, this is only an approximation).
Given this, you can estimate how many CPU you need, depending of the speed you want.

No particular recommandation. Any hosting company will do the job. Bare metal, or even a vitual machine.
